我曾經不止一次告訴各位，在辦公室用電腦是沒有私隱的。你的系統管理員是有權限看到所有經過伺服器的數據。你在用的安全權限只是管理上的需要，將資訊分類。試想想如果你忘記了戶口密碼，系統管理員是可以幫助你解決的。他當然亦可幫助機構解決你。但我們通常都覺得資訊安全是理所當然，自己亦沒有什麼秘密不可告人，所以大家都當不時發生的洩密醜聞是花邊新聞，與己無關。 斯諾登事件其實性質一樣。網上流動的數據被監察是正常的事。正如聲音或無線電訊號在大氣傳播，人人都可接收到。斯諾登事件成為政治事件， 全因美國政府的虛偽，雙重標準，指責他人入侵網絡，但其實她自己一直在做。斯諾登雖然只是將大家已知的秘密說出來，但他有官方文件在手， 醜聞就升級了。 剛看到下面林煒舜的文章。雖然他並沒有說什麼秘密，但他以自身經驗再印證出在機構內員工通訊是沒有私隱的，公司是可以隨時翻看電郵，網頁瀏覽記錄，以至硬碟上的檔案。他更開章明義，說明機構的思維，為何要監察員工，有何益處。這樣說來，機構就可理直氣壯的做，正如美國國務卿所說，一點都不稀奇。 根據美國政府的解釋，我們亦是想當然的假設自己只是香港七百萬人中的一員；數據無限，怎會千揀萬揀來看我的電郵。最多只是統計數據中的一 個數字。但林博士的解釋，機構是有誘因，有動機，有目的和有誠意來看你的電郵。根據現代管理學，人力資源管理是需要知道員工的變化，包括他們個人情緒的變化，對公司前景看法的變化，對目前崗位滿意度的變化。以前一些勤力的人力資源經理會巡視工作間，會見員工，問卷調查，做質量圈等；但都不保證資訊準確。現代科技進步了，監察電郵可算是一個不具爭論性的方法來了解員工，不過當然是要秘密進行。雖然如此，但電郵流量仍是大得不得了。我想不會有機構能監看所有電郵；抽樣檢查就有可能，有些大機構還可能會過濾一些敏感名詞來選擇監看。 但如果你是一個受注視的員工，被監看的機會就會以幾何級數爆高。斯諾登都爆料說高官、議員、學者、領事人員和活躍人士是全部被監看。 ********** 商管心理學: 監察員工的電郵？ 資本壹週 – 2013年6月28日週五香港時間上午6:00 林煒舜   臨床心理學博士 叛諜追擊、走佬特工，不論你用哪套美國電影的名字來形容斯諾登來港爆料事件，這宗事件充滿娛樂性是不爭的事實，至少為從來無資格涉足世界政壇的香港，帶來了罕有的刺激。這事件的本質，是美國政府原來一直秘密監察全球電郵。由於美國平日總扮演批評別國不尊重人權的角色，這事爆出來，令奧巴馬政府格外尷尬。 但平心而論，這類監察和你我可說無關，即使我和你的電郵都在監察的範圍，大家都明白，實際上沒有人有興趣去分析我們的電郵。就算被抽中分析，對我們也全無影響，除非我們另有不為人知的身分，例如你是塔利班，或我是俄羅斯特工。所以，美國監察電郵只是侵犯了我們的私隱，對我們則沒有實質影響。 可是，若一間公司監察員工的電郵，情況就不同了。首先，公司管理層能否做到監察員工電郵呢？答案不言而喻。現時大部分中小企，為了體面， 都有屬於公司的電郵地址，反正都是免費的。但有些稍具規模的企業，用的卻不是街外的免費伺服器，而是自己租用的伺服器。你在公司內，用公司的電腦，以公司的電郵和別人通訊，你認為公司有能力監察你嗎？當然，公司會否這樣做是另一回事，但能力上絕對可做到。甚至，即使你在公司內用自己的手提電腦，以自己的雅虎電郵和人通訊，要監察也非無可能。就我所知，本港有一家學術機構，就有這樣的準備。只要校方覺得有需要，經過一定的程序取得行政批准，隨時可翻查任何一位員工在某日某時， 發出過甚麼電郵、瀏覽過甚麼網頁。 反過來說，假設一家大企業的管理層，不惜侵犯私隱，派專人秘密監看公司員工的電郵，有沒有實際作用？這樣做當然是要不得的，但我還是要說：有用。 它最重要的作用，不是可知道誰和誰搞婚外情，而是可知道員工的變化。員工個人情緒的變化，員工對公司前景的看法的變化，員工對目前崗位滿意度的變化。在商業管理的角度，若能準確掌握這些資訊，並以這些資訊為基礎，作出適當的職位、分工、福利等調整，對於員工的穩定和士氣，自然大有幫助。我絕不鼓勵監看電郵，但既然了解員工的變化這麼有用，管理人員該做的，自然是用不具爭論性的方法，盡量了解自己的員工了。 **********
