(星島日報報道) 酷熱天氣下,民政署昨宣布調整政策,日間開放三十八個社區中心供市民避暑,其中九個更通宵開放冷氣、提供免費蒸餾水和?位。但使用者卻寥寥可數,足夠容納二百多人的禮堂冷氣全日開放,只得一人使用。有關注團體批評,政府宣傳和配套不足,白白浪費資源。 民政署兩年前與天文台及衛生署共同訂定標準,每當天文台發出酷熱天氣警告,兼預測晚上九時氣溫仍高達攝氏三十二度才開放避暑中心。不過,日前一名七旬老翁疑因酷熱中暑倒斃家中,令當局備受批評,指準則過於僵化。 民政署署長陳甘美華昨日終於決定調整政策,即日開放三十八個社區中心供市民避暑,晚間亦不論氣溫,開放其中九個中心,但會否持續開放,僅要視乎市民需求和局方資源決定。 本報記者昨到位於油麻地及深水埗避暑中心視察使用情況,卻見到避暑中心空無一人。據兩間中心職員表示,日間分別僅得一人入內逗留數十分鐘。位於深水埗麗閣村社區中心,場內的禮堂面積約等於兩個籃球場,足夠容納二百五十人﹔而根據記者自攜的溫度計顯示,場內氣溫約廿四度,十分舒適,但卻乏人享用,有白白浪費資源之嫌。截至昨晚十時為止,油麻地梁顯利中心只有五人入住。 在避暑中心外乘涼的石老伯坦言,由於中心內不准吸煙,而且百無聊賴,因此寧願在戶外忍受酷熱,亦不進入避暑中心。 社區組織協會幹事施麗珊批評,政府宣傳不足,有需要人士,尤其獨居長者都不知道有避暑中心,而且中心缺乏配套。「只有硬件(場地),卻沒有軟件配合,莫非叫長者入去只是呆坐﹖」她建議,港府主動派義工上門宣傳,場內並提供象棋之類的康樂設施,避免中心長期空置浪費資源。籠屋居民劉先生昨致電電台訴苦,指所住單位一屋十八伙,每伙僅得不足三十呎空間,晚上熱得無法入睡,批評當局對避暑中心宣傳不足。
